Did some C++, then worked exceedingly hard at solving the CompuServe problem. With an idea from Technical Support I finally managed to get through on an ASCII teletype, and found an answer to my forum message. It seems the combination of a modem on COM4 and an S3 graphics card can cause trouble. Turned off hardware graphics acceleration as suggested; WinCIM worked!

C came round in the evening: printed him some change-of-address cards and updated his web page. Read some more O. Henry.
